SSCR 2686     Reforms the public employment laws that were enacted
              to implement two constitutional mandates -- that
              there be a civil service based on merit and that
              public employees have the right to bargain
              collectively.(LAB/FIN)


SB 2802 SD1   RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS.
SSCR 2769     Creates an employer-union trust fund as a single
              public employees health benefit delivery system
              administered by a board of trustees. (LAB/FIN)

SB 3002 SD2   RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.
SSCR 2739     Allows a surviving spouse or reciprocal beneficiary
              of a police officer, firefighter, deputy sheriff, or
              public safety officer to remarry or enter into a new
              reciprocal beneficiary relationship and to continue
              to receive pension and other retirement benefits
              arising from their former spouse's
              employment.(LAB/FIN)

SB 2326 SD1   RELATING TO PUBLIC EMPLOYEE BENEFITS.
SSCR 2750     Allows for the porting of Medicare Part B to employee
              organizations. (LAB/FIN)

SB 3003 SD1   RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.
SSCR 2738     Makes all new public employees class A, contributory
              members.  Allows existing class C noncontributory
              members to elect to either remain as class C
              noncontributory members or become class A

SB 3193 SD1 HD1  RELATING TO THE HAWAII INSURANCE EXCHANGE.
HSCR 987-00   Establishes a plan for the formation and
              implementation of a captive insurance facility to
              effectively manage the administration and financing
              of the current and potential future employee benefit
              obligations of the state and county governments.

SB 2837 SD1 HD1  RELATING TO EDUCATIONAL ACCOUNTABILITY.
HSCR 978-00   Mandates that DOE implement the educational
              accountability system for Hawaii's public schools
              that focuses on student learning of the statewide
              standards and includes student accountability; school
              or collective professional accountability of rewards,
              assistance, and sanctions; individual professional
              accountability; and public accounting for other
              significant partners to the education process.
              Establishes an interagency educational accountability

SB 2218 SD1 HD1  RELATING TO NEW CENTURY CHARTER SCHOOLS.
HSCR 977-00   Provides legal protection for new century charter
              school boards.  Requires the auditor to develop a
              methodology for allocating funds to be applied to
              alternative forms of public schools.  Appropriates
              funds for the establishment of additional new century
              charter schools, including the hiring of additional
